Sistemik faktörlerin bir ürünü olarak bölgeselcilik

Abstract

Bu çalışma, uluslararası sistemin yapısal unsurlarının, devlet ve devlet dışı aktörleri kapsayan bölgesel ölçekteki yapıların ortaya çıkışı, doğası ve işlevi üzerindeki etkisi üzerine odaklanmaktadır. Modern anlamdaki bölgeselcilik hareketlerinin çıkışından bugüne içerisinde şekillendikleri uluslararası konjonktürü karşılaştırmalı olarak ele almak suretiyle kutupluluk gibi makro faktörlerin yanı sıra güvenlik kaygıları, yumuşama, ekonomi, küreselleşme gibi görece ikincil nitelikteki dinamiklerin söz konusu aktörlerin bölgeselcilik hareketleri ile ilintili davranışları üzerindeki belirleyici rolleri, analizin merkezinde yer alacaktır Olayları ve olguları, içerisinde gerçekleştikleri konjonktürel koşulları dikkate alarak analiz etmeye dayanan bağlamsal analiz metodu aracılığıyla Soğuk Savaş süresince ve sonrasında şekillenen bölgeselcilik hareketlerinin doğuşunu etkileyen faktörler incelenecektir. Bu yöntemsel çerçeve içerisinde, kutupluluk, güvenlik kaygıları ve küreselleşme gibi sistemik etmenlerin bölgeselcilik üzerindeki etkilerinin ne boyutta olduğu ve ne şekilde somutlaştığı incelenecektir.

This article focuses on the influence of the structural elements within the international system on the emergence, nature, and functioning of the regional structures composed of state and non-state actors. Examined through a comparative analysis of the international conjunctures, since the emergence of regionalism in the modern sense, the impact of the broader context defined by the polarity and the secondary factors, like security considerations, détente, economic concerns, and globalization on the actors’ behavior related to the regionalization movements would be at the center of this study. The factors that have influenced the emergence of regionalist movements during and after the Cold War will be examined through the contextual analysis method based on treating phenomena by taking into account international circumstances in which they took shape. Within this methodological framework, the extent and the form of the influence exerted by the systemic elements, such as polarity, security considerations, and globalization will be tackled.
