This article investigates how specific dynamic developments in AI technologies shapes EU-Turkiye relations within the realm of migration governance. It explores the EU's strategies for AI integration, Turkey's evolving practices, and the opportunities for collaboration, emphasizing shared interests while addressing the geopolitical complexities involved. Drawing on case studies and policy frameworks, the article argues that the adoption of new technologies in migration governance necessitates EU-Turkey cooperation, transcending the conventional framework of EU accession. The discussion highlights potential areas of collaboration, the anticipated benefits, and the challenges, including the security concerns and the ethical dilemmas surrounding human rights and privacy. By emphasizing shared interests, this study highlights the critical role of joint efforts in navigating the complexities of AI-driven migration governance while fostering more effective and equitable policy outcomes.Öğe Ecofeminist struggle for epistemic recognition beyond the EU? The case of Akbelen Forest in Turkey(ROUTLEDGE JOURNALS, TAYLOR & FRANCIS LTD, 30.11.2024) Soyaltin-Colella, Digdem; Gonenc, DefneThe European Union (EU), renowned as a green normative power, has adopted ambitious policies to promote a more inclusive and just approach to global climate governance. Existing research has already highlighted how excluding issues related to gender and social inequities from the European Green Deal undermines the EU's green credentials. Yet, what is often overlooked, is that the EU's gender- and justice-blind climate policies also perpetuate epistemic injustices, especially beyond its borders. In such contexts, the EU's asymmetrical power allows it to prioritize its own climate goals while disregarding the unjust policies of incumbents against local climate struggles. This article, however, argues that bottom-up mechanisms can still open epistemic space for marginalized voices and local concerns and promote climate justice beyond the EU. Evidence from a local climate struggle in Mu & gbreve;la-Akbelen, Turkey, demonstrates that bottom-up ecofeminist activism driven by local environmental communities in collaboration with ecology advocates and experts has empowered villagers - especially women - against the hegemonic power structures and contributed to their epistemic recognition. However, despite their efforts, mining activities in the Akbelen forest have not stopped. The article also explores the structural factors that hinder the incorporation of ecofeminist viewpoints in Turkey's policy-making process, which is becoming increasingly authoritarian.Öğe How Saudi Media Covered the Murder of Jamal Khashoggi: The Case of Arab News(İstanbul Gelişim Üniversitesi, 2022) Karataş, İbrahimEvidences show that Saudi agents killed prominent journalist Jamal Khashoggi in Saudi Arabia’s Istanbul consulate on October 2, 2018. As the Crown Prince Muhammad Bin Salman was blamed for the murder, Arab News newspaper took a defensive position to defend the crown prince and the Saudi regime through news reports and columns. This study has analyzed 36 articles of ten columnists of Arab News to learn how Saudi journalists defended their regime and the Saudi officials charged for the murder. This research indicates that they received the concerning statements of the Saudi regime as true and tried to justify them in their columns. On the other hand, columnists blamed Turkey, Qatar, and other critics for clamping down Saudi Arabia. When columnists’ attitudes are examined, it can be seen that they look furious, closed to opposite views, and biased. Their columns also give some idea about the press freedom in Saudi Arabia. This study is expected to reveal how media operates in Saudi Arabia via the content analysis of columns of Arab News regarding Khashoggi’s murder.Öğe Max Weber Ve Antonıo Gramscı’nin Karşılaştırmalı Okuması: Klasik Sosyoloji Geleneğinin Sürekliliğini Siyasal Ön Yargıların Ötesinde Anlamlandırmak(Sosyoloji Derneği, 2020) Gürcan, Efe CanThis article offers a comparative reading of Weber and Gramsci’s work with the aim of revealing the intellectual continuity of the sociological tradition beyond Cold War biases deeply ingrained in sociological theory. These biases severely impede the explanatory power of sociological thinking by imposing an artificial dichotomy between Marxism’s alleged crude materialism and Weberian sociology’s so-called idealism. The present article thus examines the much-overlooked Weberian influences on Gramsci’s Marxist theory as well as Weber and Gramsci’s shared conceptual foundations to argue that both names are part of a single intellectual tradition. They were preoccupied with the dynamics of social change premised on a strong political-economic and social-class background. Meanwhile, Weber and Gramsci strongly rejected economic reductionism and devoted their efforts to understanding the subjective determinants of social change. They provided a comprehensive conceptual map for the future development of political sociology based on a profound critique of capitalist society.Öğe The Securıtızatıon And De-Securıtızatıon Of The Name Issue Between Greece And North Macedonıa: A North Macedonıan Perspectıve(Osman Karatay, 10.09.2022) Önsoy, Murat; Pelit, SimgeThis paper traces the securitization (1991-2016) and de-securitization (2016-2018) of the 27-year-old name issue between Greece and the Republic of North Macedonia. The securitization period is further divided into sub periods based on the varying degrees of securitization in Skopje’s discourse due to internal and external developments. Accordingly, between 1991 and 1993, fearing that the state’s survival is in jeopardy, North Macedonian authorities engaged in a lower degree of securitization. After gaining UN membership in 1993, in a relatively safe position, they preferred a higher degree of securitization until the late 1990s. The degree of securitization once again lowered in the early 2000s as the country nearly slid into civil war in 2001 and ruled in its aftermath by weak coalition governments that were unable to deal extensively with foreign relations issues. In this period, North Macedonia also behaved like a good international citizen to reap some benefits in the form of progress in the EU and NATO membership. A higher degree of securitization in the discourse started in 2006, with the election of the right-wing nationalist Nikola Gruevski and lasted until 2016.Öğe Is the environment a political issue? a view from environmental civil society in the aegean region of Turkey(Springer, 2025) Gönenç, Defne; Doruk, Elçin; Arslantaş, DüzgünIs the environment a political issue or is it above politics? Do those who fight for environmental protection, the environmental civil society organizations (ENGOs), see the environment as an issue of politics or prefer to conceptualize it as a post-political phenomenon? In most societies, politics is viewed hesitantly. It is equated to activities undertaken legitimately only by the political parties and happening only in a parliamentary space. Political activities are perceived to be a call for destroying the social order and sometimes even an invitation for violence. However, whether the society views the issue of the environment as a political or an apolitical issue impacts the policy decisions. Hence, whether those pursuing environmental protection in environmental civil society organizations (ENGOs) see the environment as political or apolitical is highly significant. Through a survey of 119 ENGOs in the Aegean region of Turkey, this article explores the perspectives of ENGOs and examines how they perceive the nexus between the environment and politics.Öğe Inclusive Approach of Turkiye on Access and Integration of Refugees to Higher Education(Ahmet Yesevi University, 2023) Yildiz, AyselinTurkiye stands at the forefront of countries that have embraced a considerable number of refugees and asylum-seekers, making it a prominent host for displaced populations worldwide. In recent years, Turkiye has developed a novel and inclusive approach designed to facilitate the access of refugees to higher education. This article endeavours to examine Turkiye's policy framework and intricate challenges that arise during its implementation, with a keen focus on how top-down policy interventions interact with institutional bureaucracies and the socio-cultural context. The study postulates that while Turkiye boasts a national inclusive policy, the effectiveness and outcome of its implementation lie within the realm of decentralization. The success or failure of the policy hinges on the institutional capacity, willingness of the higher education institutions to accept refugee students and the sociological dynamics between locals and refugee students. For the policy to genuinely thrive, it necessitates addressing institutional disparities and variances among higher education institutions.Öğe The economic and institutional dynamics of China’s growing financial influence: a “structural power” perspective(Taylor & Francis, 2023) Gürcan, Efe Can; Donduran, CanWhat are the economic and institutional dynamics behind China’s growing aspirations to expand its financial influence? Drawing on Susan Strange’s notion of “structural power”, this article examines China’s quest for superiority within the financial realm since the early 2000s. Our findings suggest that China’s financial rise is mainly driven by its efforts at increasing its “international monetary power” and developing its ability to control international credit and investment flows within a new normative and institutional framework. The main contribution of this article lies in conceptualizing China’s growing financial influence based on a comprehensive set of indicators to develop Strange’s theory.Öğe The perennial dilemma of us foreign policy: from moralpolitik to realpolitik(Universiti Utara Malaysia Press, 2022) Donduran, CanThe endless struggle between two seemingly incompatible but occasionally convergent concepts, namely liberal values and national interests, has determined United States (US) foreign policy and its implementation throughout the nation’s history. Based on the neoclassical realist assumptions shored up by the methodological insights offered by the five-dimensional pre-theory of foreign policy, this article reveals a persistent dichotomy in US foreign policy through the analysis of Washington’s response to the Arab Spring uprisings in Egypt, Libya, and Syria. Throughout history, US foreign policy has had a pendular behavioral pattern, swinging across a policy spectrum ranging from moralpolitik to realpolitik. While the inherent values-interests dilemma lies at the root of the inveterate oscillation of US foreign policy, the interplay of international stimulus and societal factors stands out as the principal source of its ambivalence, if not inconsistency, in the face of the upheavals that swept across the Middle East.Öğe “Diyanet” in France as a means of soft power(Peter Lang AG, 2021) Gedik, AhmetThis book focuses on understanding Turkey’s foreign policy during the period of the JDP (Justice and Development Party) and Erdoğan. In this context, understanding the cultural, geopolitical, economic, and ideological factors shaping Turkey’s foreign policy from the past to the present will contribute to answering that question and eliminating the uncertainties about Turkey’s direction.Öğe Dünya sistemleri analizi üzerinden küresel mülteci krizini anlamlandırmak: Suriye ve Afganistan örnekleri(DergiPark, 2021) Gürcan, Efe CanAbstract: The world is facing the largest global refugee crisis since World War II. This prompts one to suggest that the refugee issue has never been as international as it is today. The present article uses incorporated comparison and world-systems theory to investigate the international dynamics of the current global refugee crisis. It focuses on the cases of Syria and Afghanistan as being among the most recent and significant episodes of the global refugee crisis. The findings reveal that the refugee crises in these countries exhibit shared dynamics. In political-economic terms, both cases represent the focal point of the current global refugee crisis, which mainly stems from “structural imbalances” associated with “incorporation” into the world-system. Geopolitically speaking, growing multipolarity and the current phase of “hegemonic crisis” lay the groundwork for this crisis at the international level. Finally, one should also take into account the geo-cultural dynamics of the global refugee crisis. The waning importance of “anti-systemic movements” in the post-Soviet era and the rise in significance of ethno-religious identities in the periphery combine with the growing popularity of racism and xenophobia in core countries to legitimize and consolidate the system of “unequal exchange”, which deepens the refugee crisis even further.Öğe Transnational Turkish-German community in limbo. Consequences of political tensions between migrant receiving and sending countries(WILEY, 2022) Ünver, Osman CanA profound political tension between Turkey and Germany has gained an overall dimension on the political agenda of the intra-European migration discussion since 2016. As close trade partners, Turkey and Germany became gradually political adversaries on different issues. 2016 and the following years marked a turnover in the already worsened mutual relations. A series of political issues such as recognising the Armenian genocide in 1915, open allegations and critical views against the Turkish President and prohibition of election campaigns for Turkish government politicians in Germany had driven political relations between the two countries to nadir. This obscure situation led the Turks of Germany (The phrases "Turks of Germany" or "Turkish migrants" are persons with migration background from Turkey who still bear Turkish citizenship or formerly were Turkish citizens. This group's ethnic or confessional identity is not recognised; their legal status and country of origin are preponderant.), who have close ties to their ancestors' homeland and consider Germany as the centre of their lives, nolens volens into a limbo situation. Within the "guest-worker program" framework in the second part of the 20th century, highly industrialised countries of Western Europe recruited migrant workers from different countries. This workforce should perform mostly blue-collar labour in the receiving countries. After six decades of Turkish presence in Germany, the grandsons and granddaughters of the former guest workers are well-represented in almost every sector of the society. However, their loyalty and integrability to the receiving country are challenged by German politics, especially by the governments of conservative chancellor Angela Merkel (2005-2021). If Turks of Germany feel closely connected to Turkey and Turkish culture (Workers from Turkey brought with them to the country of immigration their own "cultural assets". Those are, language, religious and customary beliefs, social habits, dress, music, literature, social codes and manners, shared history, food, etc. However, migrants in the receiving country undergo a process of hybridity under the influence of the new cultural environment. (Please see: Bhabha [The location of culture, New York, NY: Routledge, 1994]) Culture within the framework of post-colonialism has also been discussed in Edward W. Said's book "Culture and Imperialism" (Said [Kultur ve Emperyalizm. Kapsamli Bir Dusunsel ve Siyasal Sorgulama calismasi. Hil Yayin: Istanbul, 1998]). If Turks of Germany feel closely connected to Turkey and Turkish culture, they are not recognised as integrable members of the society. Identity-based and culture-oriented policies inexorably influence the willingness of migrants to feel like equal members in the host society, and it applies even to the new generations with migration backgrounds. The question of migrant integration is the most emotionally debated issue in Germany and seems to be the greatest challenge in the political agenda. Beyond the bilateral Turkish-German issues, the growing xenophobic sentiments, islamophobia and Europe-wide political populism may cause a persistent bilateral tension in the medium term between the countries and among the transnational and native communities. Bu makale, birleştirilmiş karşılaştırma ile desteklenen bağlamsal siyasi analiz yöntemiyle günümüz popülizmi ile faşist ataları arasındaki ortaklıkları ortaya koyarak, insanlığın karşı karşıya olduğu tehlikeyi vurgulamayı amaçlamaktadır. Ekonomik sorunlar, toplumsal memnuniyetsizlik ve umutsuzluk gibi çevresel koşullar faşist ve popülist rejimlerin farklı zamanlarda içerisine doğdukları çevrelerdeki benzerliklere işaret ederken, elitizm karşıtlığı, çoğunlukçuluk, revizyonizm ve demokrasi karşıtlığı gibi eğilimler, bu yönetimlerin genel uygulama ve yöntemlerindeki ortaklıkları vurgular, bu hareketler arasındaki doğrudan bağı tarihsel bir düzleme yerleştirir. Popülist yönetimlerin güçlenerek çoğalmasıyla yaklaşan iki boyutlu tehlikeyi analiz edebilmek de ancak geçmişteki faşist öncüllerinin ulusal ve uluslararası ölçekte yarattığı derin etkileri incelemekle mümkündür. If ‘history is the memory of the states’, as wisely stated by Kissinger (1973: 331), this book, with all its controversial assumptions, is a bold attempt to shift the foundations of America’s diplomatic memory.Öğe Yükselen güçlerin ekonomilerinde dış ticaretin etkisi: BRICS örneği(DergiPark, 2021) Göcen, Ceren EceGünümüz küresel ekonomisinde BRICS ülkeleri büyüme hızlarıyla ön plana çıkmakta ve bu sayede yükselen güçler olarak adlandırılmaktadır. 1990’lı ve 2000’li yılların başı, küreselleşmenin etkisiyle liberalleşen ekonomilerin dış ticarete ağırlık verdiği ve ekonomilerinin büyüdüğü bir dönem olmuştur. Bu bağlamda, ekonomik büyüme ve dış ticaret ilişkisi önem kazanmıştır. Ekonomik büyümenin dış ticaretle çift yönlü ilişkisinin kabulü üzerinden, bu çalışma BRICS ülkelerinin ekonomik büyümesinde dış ticaretin etkisini belirlemeyi amaçlamaktadır. 2000-2018 yılları arasında BRICS ülkelerinin ekonomik büyüme oranları ve dış ticaret anlayışlarının incelendiği bu çalışmada, ülkelerin serbest piyasa ekonomisine geçmeleriyle ekonomik büyümelerinin sağlandığı tespit edilmiştir. BRICS ülkelerinin tamamı özellikle 1990’lı yıllardan itibaren liberal bir reform sürecine girmiş, bunun sonucunda ithalat ve ihracat oranları artmıştır. Serbest ekonominin önemini kavrayan BRICS ülkelerinin son 20 yılda ekonomik büyümeleri ile dış ticaretleri birbirini etkilemiştir.Öğe Sistemik faktörlerin bir ürünü olarak bölgeselcilik(DergiPark, 2020) Donduran, CanBu çalışma, uluslararası sistemin yapısal unsurlarının, devlet ve devlet dışı aktörleri kapsayan bölgesel ölçekteki yapıların ortaya çıkışı, doğası ve işlevi üzerindeki etkisi üzerine odaklanmaktadır. Modern anlamdaki bölgeselcilik hareketlerinin çıkışından bugüne içerisinde şekillendikleri uluslararası konjonktürü karşılaştırmalı olarak ele almak suretiyle kutupluluk gibi makro faktörlerin yanı sıra güvenlik kaygıları, yumuşama, ekonomi, küreselleşme gibi görece ikincil nitelikteki dinamiklerin söz konusu aktörlerin bölgeselcilik hareketleri ile ilintili davranışları üzerindeki belirleyici rolleri, analizin merkezinde yer alacaktır Olayları ve olguları, içerisinde gerçekleştikleri konjonktürel koşulları dikkate alarak analiz etmeye dayanan bağlamsal analiz metodu aracılığıyla Soğuk Savaş süresince ve sonrasında şekillenen bölgeselcilik hareketlerinin doğuşunu etkileyen faktörler incelenecektir. Bu yöntemsel çerçeve içerisinde, kutupluluk, güvenlik kaygıları ve küreselleşme gibi sistemik etmenlerin bölgeselcilik üzerindeki etkilerinin ne boyutta olduğu ve ne şekilde somutlaştığı incelenecektir.Öğe Ekim savaşı ve İsrail karar alma mekanizması: tecrübelerin ve grup düşüncesinin olumsuz etkisi(DergiPark, 2020) Donduran, CanDevletin ve özellikle de dış politika yapımının bir kapalı kutu olmaktan gittikçe uzaklaşması karar alma süreçlerine yönelik ilgi ve gözlemlerin artmasına yol açmıştır. Bekleneceği üzere, olağan durumlar için yapılandırılmış bu süreçlerin karşılaşılan kriz ve savaş gibi durumlardaki işleyişi ise ayrı bir önem ifade etmektedir. Bu çalışma, İsrail’in kendine has yapısal özelliklerinin etkisiyle şekillenmiş karar alma mekanizmasının 1973 yılındaki Ekim (Yom Kippur) Savaşı sırasındaki işleyişini ele almaktadır. Bu konu üzerine yapılmış çalışmaların ve yayınlanmış anı niteliğindeki eserlerin bağlamsal analizi yoluyla bu dönemde alınan kararlarda önemli rol oynayan etmenler, çalışmanın merkezinde bulunacaktır. Temelde, öncelikle askeri hareketliliğine dair istihbaratın ve Sovyet personelinin bölgeden tahliyesinin verdiği sinyallerin göz ardı edilmesi ve sonrasında önleyici herhangi bir hamlede bulunulmaması biçiminde ortaya çıkan üç kritik karara odaklanılarak, bu kararların alınışında etkili olan faktörler incelenecek ve bu şekilde karar grubu üyelerinin geçmişte edindikleri tecrübelerin ve grup düşüncesi (grupthink) kavramının söz konusu bu kararların ortaya çıkışındaki etkisi aydınlatılacaktır.Öğe Dış politikanın sosyal inşası: kültürel faktörlerin karar alma yapılarına artan etkisi(DergiPark, 2020) Donduran, CanBu çalışmada, kültürel faktörlerin ve kimliklerin dış politika alanında devletlerin karar alma mekanizmaları üzerindeki artan etkisi incelenecektir. Öncelikle, bağlamsal bir analizle, kültür ve dış politika kavramlarının kesiştiği noktanın evrimi tarihsel bir perspektiften ele alınacak olup; sonrasında, Soğuk Savaş sonrası dönemde uluslararası politikanın değişen doğası ve İnşacı Uluslararası İlişkiler teorisinin dış politikanın kültürel bir analizini mümkün kılan katkıları, bu çalışmanın odak noktasını oluşturacaktır. Disiplindeki hâkim ana akım görüşün aksine, uluslararası aktörlerin kendilerine özgü özellikleri, uluslararası seviyedeki davranışlarını şekillendirmede veya karar alıcıya uygun dış politika alternatiflerinin belirlenmesinde gittikçe etkili hale gelmektedir. Bireyleri analizin merkezine yerleştirmek ve onların etkileyen sosyal süreçleri hesaba katmak, zaman içerisinde çok daha kapsamlı ve isabetli sonuçlara ulaşılmasını sağlayacaktır. Bu yaklaşım, aynı zamanda, kültürel faktörlerin ve kimlik yapılarının dış politika analizine dahil edilmesine önemli katkıda bulunacaktır. Kültür ve dış politika arasındaki ilişkinin değişen konjonktürdeki değişiminin incelenmesi de kültürel faktörlerin nasıl ve ne ölçüde dış politika çıktıları ve karar alma mekanizmaları üzerinde etkili olduğunu ortaya çıkaracaktır
