Özet
Kıbrıs Barış Harekâtından sonra dışa bağımlılıktan kurtulmak maksadıyla savunma sanayinde başlatılan kalkınma hamleleri ile kurulan ASELSAN, ağırlıklı olarak savunma ve havacılık konularında faaliyet gösteren savunma sanayi kuruluşudur. ASELSAN Türkiye’nin ilk aviyonik sistem üreticisidir. Aviyonik, hava araçlarındaki elektrik ve elektronik sistemlerin tümüne verilen isimdir ve hava aracının emniyetli bir şekilde uçurulmasını sağlar. Türkiye’nin genel maksat helikopterihtiyacı kapsamında başlatılan ihale süreci sonunda Sikorsky firmasıyla sözleşme imzalanmış ve S-70i helikopterinin motor, aviyonik sistemler ve diğer ana malzemeleriyle birlikte Türkiye’de üretilmesine karar verilmiştir. Milli ve yerli olarak üretilecek aviyonik sistemlerin savunma sanayisine ve özellikle ihracata yapacağı katkıyı tespit etmek tarihi süreçte gelinen nokta açısından önemlidir. Sözleşme kapsamında helikopterdeki tüm sistemlerin yönetiminden sorumlu “Entegre Modüler Aviyonik Sistem” ASELSAN tarafından yerli ve milli olarak geliştirilecek, helikoptere entegrasyonu yapılacak, yurt içi ihtiyaçlar giderildikten sonra yurt dışına T-70 helikopteri adıyla ihraç edilecektir. Henüz test ve kalifikasyon aşamasındaki helikopterin güncel ihracat rakamlarının olması beklenemez. Ayrıca havacılık sektörünün gizli statülü bilgiler içermesi nedeniyle bazı verilere ulaşmada güçlük yaşanmıştır. Çalışmayı yaparken; Milli Savunma Bakanlığı, Savunma Sanayi Başkanlığı, Stockholm Uluslararası Barış Araştırmaları Enstitüsü, Türk Silahlı Kuvvetlerini Güçlendirme Vakfı, savunma haberleri ve ilgili firmaların resmi sitelerinde mevcut bilgiler ve raporlardan istifade edilmiştir. Sikorsky’nin uluslararası satışlarda Türk sanayi kabiliyetlerini kullanma taahhüt miktarı 1,4 milyar ABD doları olarak planlanmıştır. İhracat sonrası ASELSAN dünyada aviyonik sistemlerde söz sahibi olacak, elde ettiği tecrübeleri diğer hava araçların aviyonik modernizasyonu ve geliştirilmesi kapsamında kullanacaktır. İhracatla birlikte istihdamın ve Ar-Ge yatırımların artacağı değerlendirilmiştir. Milli olarak üretilen savunma sanayi ürününün ihracatında dış politika ile doğrudan ilgisi bulunduğu da görülmüştür.
Established with the development moves initiated in the defense industry in order to get rid of foreign dependency after the Cyprus Peace Operation, ASELSAN is a defense industry organization that mainly operates in defense and aviation fields. ASELSAN is Turkey's first manufacturer of avionics systems. Avionics is the name given to all of the electrical and electronic systems in aircraft and allows the aircraft to be flown safely. At the end of the tender process initiated under Turkey's need for general purpose helicopters, the company signed a contract with Sikorsky and decided to be produced in Turkey together with engines, avionics and other main ingredients of S-70i helicopters. Determining the contribution of nationally and locally produced avionic systems to the defense industry and especially to exports is important in terms of the point reached in the historical process. Under the contract, the "Integrated Modular Avionics System (IMAS)" responsible for the management of all systems in the helicopter will be developed locally and nationally by ASELSAN, it will be integrated into the helicopter, and will be exported to abroad under the name of T-70 helicopter after domestic needs are met. It cannot be expected to have current export figures for the helicopter, which is still in the testing and qualification phase. In addition, due to the fact that the aviation sector contains confidential information,some data have been difficult to access. While doing the study; The Ministry of National Defense, the Presidency of Defense Industry, the Stockholm International Peace Research Institute, the Turkish Armed Forces Foundation, defense news and the information and reports available on the official websites of the relevant companies have been used. Sikorsky's commitment to use Turkish industrial capabilities in international sales is planned as USD 1.4 billion. After exporting, ASELSAN will have a say in avionic systems in the world and will use its experience within the scope of avionic modernization and development of other aircraft. It is considered that employment and R&D investments will increase with exports. It has also been observed that the exports of nationally produced defense industry products are directly related to foreign policy.
