dc.description.abstract20. yirminci yüzyılda piyasa ekonomisi ve devletçi ekonomi sisteminin yanına üçüncü bir sistem olan refah devleti gündeme gelmiştir. Şöyle ki, 1929 dünya ekonomik buhranı sonrasında devletin ekonomide varlığının gerekliliği tekrar gündeme gelmiş ve Keynes, devletin ekonomiye müdahalelerinin formülünü ortaya koymuştur. Keynesle birlikte devlet ekonomik politikaları yönlendiren, sosyal açıdan toplumu finanse eden bir “Refah Devleti”ne dönüşmüştür. Fakat, 1973 petrol krizi sonrası yaşanan olumsuzluklar, Keynesgil politikalara olan inancı sarsmış ve yerini Hayek’in önderliğindeki neo-liberal politikalara bırakmak zorunda kalmıştır. 1970’li yılların sonuna doğru dünya çapında yaşanan liberal dönüşüm sürecinde neo-liberalizm ve onun sınırlı devlet anlayışının hakimiyeti görülmüştür. Bu süreçte neo-liberalizmin kabul görmesinde etkili olan okul Neo-Avusturya Okulu ve bu okulun kurucusu Friedrich August von Hayek olmuştur. Bu çalışma, liberal gelenekteki sosyal liberalizm ve refah devleti doğrultusundaki 20.yüzyılda kendini gösteren “sapma”ya karşı klasik liberal tezlerin yeniden canlanışını ifade eden neo-liberalizmi ve neo-liberalizmin önemli kuramcısı olan Friedrich August von Hayek’in neo-liberalizm hakkındaki görüşlerini, başka bir ifadeyle Hayek’in toplumsal ve siyasal görüşlerini konu edinmiştir. Bu çerçeveden bakıldığında, bu çalışmada Hayek’in siyasal ve toplumsal kuramı referans alınarak dolaylı yoldan neo-liberalizmin siyaset ve toplum üzerine görüşleri incelenecektir.en_US
dc.description.abstractIn the twentieth century, the welfare state, a third system next to the market economy and the statist economy system, was discussed. Thus, after the 1929 world economic crisis, the reemergence of the state's economy and Keynes put forward the formula of the state's interventions to the economy. Together with Keynes, the state became Welfare State that guided economic policies and socialized the society. However, the negativity after the oil crisis in 1973 shook the belief of Keynesian politics and replaced by neoliberal policies led by Hayek. Neo-liberalism and its dominance of the limited state are seen in the world-wide liberal transformation process towards the end of the 1970s. Neo-Austrian School and its founder Friedrich August von Hayek became influential in the acceptance of neoliberalism in this process. This study examines a key theoretician of neoliberalism Friedrich August von Hayek's views on neo-liberalism which means the revival of classical liberal theses against the "deviation" that emerged in the 20th century with the social liberalism and the welfare state. In other words, this study analyzes Hayek's social and political views. In this regard, this study will focus on indirect effects of neo-liberalism on politics and society with reference to Hayek's political and social theoryen_US
